In 2017, we launched Innovate to Save, a three-phase programme that aims to fund and support innovation in public services in Wales.

Who we are

We’re a team of social scientists and innovation experts working together to support innovation in Welsh public services. Established in 2015, Y Lab (Welsh for “The Lab”) is the Public Services Innovation Lab for Wales, a partnership between Cardiff University and Nesta.

The scale of the social and economic challenges now facing public services means that they need to do things differently. We work with organisations and public services staff across Wales to help them do this.


We are commissioning a new website for Y Lab.

What we do

Innovate to Save

Innovate to Save, in partnership with the Welsh Government, aims to tackle some of public services biggest challenges whilst generating cashable savings. The programme offers both financial and non-financial support to help organisations trial, test and implement new ideas.

Build innovation
capacity in Wales


We help organisations change by introducing them to new methods such as user-centred design and facilitating innovation teams within the public sector.

Help innovators
develop, test & scale


We find the best ideas and make them happen through our innovation funding, R&D support, and by connecting people.

Research patterns,
causes & impacts


We find out what works, why and for who by evaluating our own programmes and carrying out new research about innovation in public services.

Digital Innovation Fund for Wales

The Digital Innovation Fund  supported public services organisations to develop  new digital solutions to major challenges. The programme brought together a cohort of staff from across Wales to use digital technology in new ways in their organisations through connecting them to other people, design workshops, R&D support and funding.

Food and Fun clubs

Food and Fun is an innovative partnership programme that provides good quality meals, food and nutrition sessions and sports to children in the most deprived areas of Wales during the summer holidays. The WLGA commissioned Y Lab to evaluate Food and Fun in 2016. The model is now being rolled out out throughout Wales and beyond.
